Toy safety certification isn’t optional. If you’re importing toys into Europe, the US or UK, missing the right certification means customs rejection, product recalls or even legal liability. For Amazon sellers, non-compliant listings get suppressed within hours of detection. This guide breaks down the four most important certification frameworks you need in 2026.
Why Compliance Matters
Every year, tens of thousands of toys are recalled globally due to safety violations — small parts that pose a choking hazard, lead-based paint, or banned phthalate plasticizers beyond legal limits. Beyond the obvious risk to consumers, non-compliance hits businesses hard: customs seizures, Amazon listing removal, bad reviews, and in some jurisdictions, criminal penalties for knowing violations.
The good news: most Yiwu toy suppliers already have baseline certifications for their standard products. For custom OEM work, you’ll need to budget for third-party testing as part of your development timeline.
CE & EN71 for Europe
CE marking is the EU’s primary product safety label. For toys specifically, CE marking means the product complies with EN71 — the main European toy safety standard. EN71 covers physical hazards (choking, strangulation, sharp edges), chemical safety (heavy metals, phthalates), and electrical safety for battery-powered toys.
Key facts:
- EN71 is the de-facto standard for toys sold in the EU, Norway, Iceland and Switzerland
- Phthalate limits are strict: 0.1% total for the six regulated phthalates
- Newborn and baby toys face additional requirements under EN71-3
- GPSR (General Product Safety Regulation) came into force December 2024, adding online marketplace obligations and product traceability requirements
For importers: you are legally responsible for CE compliance, not just your supplier. Keep test reports on file for 10 years.
ASTM F963 for the USA
ASTM F963 is the US equivalent of EN71. It’s enforced by the Consumer Product Safety Commission (CPSC) and covers similar categories: physical hazards, heavy metals (total lead ≤100ppm), and phthalates (≤0.1% for certain toys).
Since 2022, all children’s products including toys require a Children’s Product Certificate (CPC) — a document you issue as the importer, backed by actual test results from a CPSC-accepted third-party lab.
CPSIA (Consumer Product Safety Improvement Act) requirements you need to track:
- Lead ≤100ppm total in all surfaces and substrates
- Phthalate bans for toys intended for children under 12
- Tracking labels on every toy and packaging
- Age-grading compliance (no small parts for 0–3 year olds)
GPSR & UKCA for UK
The UK left the EU’s CE framework in 2021 and now requires UKCA marking for toys sold in Great Britain. The safety standards remain broadly aligned with EN71, but the administrative process is separate — you need a UK-based Responsible Person to handle compliance documentation.
The General Product Safety Regulation (GPSR) is newer — it applies across the EU and UK starting December 2024. It mandates:
- Product safety information page (PISP) for every product sold online
- Traceability records linking each product batch to its manufacturer
- Mandatory product contact information on packaging and online listings
- Digital product passports for certain regulated categories
Third-Party Testing
For stock items, ask your Yiwu supplier for copies of their third-party test reports. Reputable factories test every batch with SGS, TÜV or Bureau Veritas and keep reports on file.
For custom OEM work, budget $800–$2,500 per product for full EN71/ASTM testing. This takes 4–6 weeks, so factor it into your development timeline. Never skip testing to save costs — one recall can cost ten times the testing fee.
Quick Checklist
- Confirm your target market’s certification requirements
- Request copies of test reports from your supplier
- Issue CPC (US) or appoint Responsible Person (UK/EU)
- Apply GPSR traceability requirements for all online listings
- Keep all documentation for 10 years minimum
Compliance isn’t a box-ticking exercise — it’s a core part of responsible toy sourcing. Working with a Yiwu agent who understands certification frameworks saves you from costly mistakes and keeps your products moving through customs without delay.
